[vtkusers] VTK Ready-to-Run Binaries for Windows 10

Python 2.7 or 3.5+ should work.
I believe the binaries installed by pip are build with Visual Studio, so I
doubt you would be able to link to them with GNU C++.
But, I don't have experience with what you are trying to do, so I will have
to defer to the list...
