Bill,
There is a file in CVSROOT called cvswrappers I believe where you can say that all files of a certain
type need the -kb flag or others.

I found the following cvs document to be excellent:

Do a cvs update -A in your Documents directory.
The file was checked in as an ASCII file, and it should
be fixed now.
