In this particular case, the submission to the Insight Journal and 
the submission to the ITK repository occurred nearly simultaneously.
It illustrated that we still need some guidelines on how things
move from the Insight Journal to the ITK repository.

But in general, there will always be papers on the Insight Journal
where the code is available in ITK.  If the Insight Journal works
the way we envision, we will move code contributions from the Journal
to ITK proper.  Afterwhich, the article will still be available
on the Journal and could receive additional reviews.

The Journal serves multiple purposes.  It is an online resource of
algorithms and data that hopefully will be useful to other researchers.
It is also a tollgate for contributions into the Insight Toolkit.

Hi,

I'm quite surprised to see ConnectedComponentFunctorImageFilter as a  
contribution in the insight journal while it is already in ITK cvs.
Should we really spend time to review code which is already part of ITK ?
