[Insight-developers] Less strict SetupForDevelopment.sh

I was working on a branch of ITK on github. This does not require any
of the SetupForDevelopment stuff to have been setup. I pulled from ITK
master on the branch I was working on. Now when I went to commit it
complains that I haven't run SetupForDevelopment.sh (which I shouldn't
have to and don't want to do). What are my options?
