[Insight-developers] using SYSTEM GDCM with a build tree

We think we fixed GDCM to actually export libraries from a build tree.

The modification is here:

The corresponding successful build of ITK v4 is here:

I think the modifications are pretty trivial and merging them to gdcm
should not be a problem. Would you be agreeable to this? What would
the process be?
