[Insight-developers] merge freeze lifted, committing bugs to the release branch

Hi,

There is no longer a need for a merge freeze.  But, Bill L and Luis
did a nice job of cleaning up the valgrind errors, so lets keep it up
;-).

Brad K. has pushed the release branch forward to the v4.0.0 tag.  As
discussed at the Friday TCon, the plan is to keep active development
on master.  Bug fixes for a soon-to-come 4.0.1 release in January
should be branched from the "release" branch instead of master.
Please add Brad K. and myself as Gerrit reviewers for any commits that
need to go into the release branch.
