[Insight-developers] A patch to use the cmake test driver

Hi Michael,
Following bill's comments: in modular ITK, each module has one test driver
for all the tests in it (except ITK-Common right now, since it has bit of
customization with different test conditions).
Right, the Review right now is huge. As ITK grows, things will gradually
move out of the review directory and form  their own modules with reasonable
number of tests for each test driver.
