Hi Marius, Stefan,

I was looking at your command line parse paper
http://www.insight-journal.org/browse/publication/793  It seems nice -
and going with an all-itk solution for command line parsing would
reduce my dependence on one more library which would be very useful.

But before I post a review, i have one question.  I noticed that
theres ALREADY a command line parser in 3rdparty/kwsys. (or
utilities/kwsys in itk 3.20).  A 5 minute test suggests that it
works...  Did you know of this parser and reject it, and if so why?
Or were you unaware of it?  I cant find any documentation for it, i
stumbled upon it by accident.

I'm cc'ing the developer list, in the hopes they may shed some light
on the status of this kwsys tool in ITK.
