[Insight-developers] Refactoring Wrokflow

Cory,

I noticed rthat you added an agenda item to today's tcon:

regarding the workflow for refactoring. Unfortunately we did not have
time to discuss it today.

Earlier this week, Luis, Brad K and I met to discuss this very issue.
Here is our proposal:

This process preserves the multiple commits that may be necessary in a
refactoring. It still uses gerrit for review.

This is a new process and we appreciate comments and/or questions.
