You may want to look at the section on
Thresholding Filters in the SoftwareGuide.
This is section 5.1 pdf-page 93.

In particular, the ThresholdImageFilter may
do what you want.

If you need to invert graylevels, please
take a look at the IntensityWindowingImageFilter
