Hi Hing-tong,

This file is in the InsightApplications module,
in the directory


    InsightApplicatios/Auxiliary/vtk


Take the files

       itkImageToVTKImageFilter.h
       itkImageToVTKImageFilter.txx


and copy them into your project.
