I do not know the general answer to this question. You should check
DICOM PS 3.3-2008 for that:

Please note that for US Multiframe Image Storage, you need to do a
double lookup: check the value of Frame Increment Pointer (0028,0009)
which in turn will tell you what tag should be read.
