[Insight-users] GetNeighborhood and Neighborhood with even size

Hi
Is there anyone who can tell me how can I calculate the mean and the variance of a Neighborhood or simply how can I convert the output of GetNeighborhood() into a matrix or even better into an ITK region of interest?
Moreover is it possible to create a neighborhood with even size? for example I need 10x10. Because in the itkSoftwareGuide I have found only to create with odd size.
