You can't use GDCM2 with ITK 3. It has an incompatible API.  I know
you said you have to use ITK 3.2 but I don't recommend it.

I think it would be possible to use GDCM2  and ITK 3.20 as long as you
don't try and use GDCM2 to build ITK against.
