I think the intention of the recommendation in the Apache license text
is to have the literal URL

  http://www.apache.org/licenses/LICENSE-2.0.txt

in the source file headers.  Unlike the BSD license, the Apache license
text does not have any placeholders to be filled in for each project.
The apache.org URL is not going anywhere.

I propose this:
