[Insight-developers] ITKv4 : LICENSE Changed to Apache 2.0

I want to second Brad's suggestion.

I like that it is clean,
  1) it has no auto-CVS variables in it,
  2) no file specific redundant information (i.e the file name)
  3) the redundant fact that it is c++ file is not listed
  4) links to external license file

I like all of this.
